I also find it odd that Snape, Karakoff and Crouch
were in a line in the circle (assuming that these
three are who I think they are, not in that order). I
think:
a) Snape told the Ministry, or had someone pass
information to the Ministry on who was and was not a
DE
b) Snape possibly could take one of the other's place,
with polyjuice and the right attitude, although I
don't think that is what was done.

I don't find it "odd" at all.  The assigning of places is common in many
types of groups, and would in fact make it VERY easy for Voldemort to
quickly see who was and wasn't there without them removing their masks -
when I read that scene, that was the first thing that came to my mind.
Also, the worshipful behavior out of the Death Eaters suggests that he does
that not only for convenience but to keep them on a tight leash - rather the
way some cults or other closely-tied groups work.

I don't think it's particularly odd that those three were assigned places
next to each other.  All three seemed to be in rather top positions with the
Death Eaters, as Voldemort personally referred to Crouch as his most loyal
Death Eater, and Snape and Karkaroff were both able to name names
extensively.

It was mentioned in Goblet of Fire that Karkaroff was not popular with
Voldemort or the other Death Eaters because he traded a list of names for
his not being in Azkaban.  That would be where the Ministry got their
information.  Dumbledore would have gotten his information from Snape, whom
he had mentioned was a spy for him when Karkaroff tried to pin him as a
Death Eater as well.

I think Snape COULD take one of the other Death Eaters' places, but I don't
think that would be the wisest move for him - particularly if any meetings
went longer than an hour.  Rather, I think he came up with a very good story
to win his way back into Voldemort's good graces, or else is getting his
information via Malfoy.
