I think that it's a combination of the two. He needed to question Moody, but
he also needed to keep a supply of the hairs. I think that the hair would work
if the subject was dead (what if you took someone's hair and then they died?
How would that be different) but that the supply would eventually run out.
Especially if Moody had short hair. The potion does need to be taken every hour.
Since fake!Moody was at this for almost a year, that's a lot of polyjuice
potion. So, in my opinion, he kept Moody alive to question him, but also to keep
up on his supply of Moody hairs.
