But did he develop?  He refused to do anything to reign in his brothers even 
when he knew that they were experimenting on the 1st years.  He didn't report 
Umbridge's 'detentions' which were a threat to the whole student body not just 
Harry. He was actively seeking to buy brain stimulants (which turned out to 
be doxie droppings) rather than confiscating them.  (Yes, Hermione could have 
reported the detentions and Yes, Harry was going to buy the stimulants as well 
but we aren't talking about their development. This was specifically about 
Ron's development) Personally I think being on the Quidditch team did more for 
his confidence and self esteem than being Dumbledore's second choice for a 
prefect.
