The Men from the Ministry

It seems that the position of Minister of (or for) Magic is a 
political appointment, since Dumbledore was considered for it, 
and he is not a civil servant.  That implies the existence of a 
Permanent Under Secretary of State for Magic.  We have not yet 
met this person, but I hope we do, for I would love to see the 
wizarding equivalent of Sir Humphrey Appleby.
