It's quite possible that the Dursleys did buy him
glasses. If Harry entered public school, like it is
said in the first book (sorry, I don't have it with
me, but I'm referencing the memory of him jumping onto
the school), then it is quite possible for the school
to have required the Dursley's to buy him glasses.
My elementary school (PA, America) ran eye and ear
exams every year. I don't know how popular that is,
but otherwise a teacher would notice if a student
continually squinted to see the board. Hence, school
says to get him tested and get him glasses. If they
were to have refused, they could have been cited for
child neglect. They would have lost Dudley then to.
