I don't think that this was a figure of speech. Vernon knew what Harry 
was when he took him in. I think that he and Petunia had a hard time 
deciding to take Harry in. I think Petunia wanted to take Harry in for 
Lilly's sake. She was may have been jealous of Lilly but sisters have 
a strong bond even when they don't get along. This is why I think she 
treats Harry so badly she wants to make sure that Dudley has no reason 
to be jealous of Harry. She also hates the magical world for som 
reason and Harry shows that he is magical from a young age so she 
tries to stamp it out in him. Vernon still can't think of why his wife 
would want to take in Harry and was mad about it. I do not think that 
there had been further contact Petunia and Vernon seemed surprised 
when he got his letters and honestly thought they could stop them. I 
think they thought that they could make Harry "normal".
