Time Turner Question (Oh no, not again!!)

I spent a couple of (very interesting) hours browsing the archives 
looking for discussion on this and couldn't find it -- so, figured 
I'd open that facinating debate once again -- or inspire a person 
who posted on this earlier to help me:

What on earth was the big deal in POA about, "You mustn't be seen..?" 
Dumbledore makes a huge deal about it and then Hermoine mentions it 
every other sentence to Harry during their Time Travel adventure.

Wasn't Hermoine seen all the time in the second classes she was 
taking with the aid of the Time Turner? So, what was the big deal 
about being seen?
 
You might say that what Dumbledore meant was that they shouldn't be 
seen by themselves, but the very first reference to "being seen" was 
when they cast nervous backward glances to the castle as they ran to 
Hagrid's the second time, "what if someone was watching?" That was 
most certainly not referring to them seeing themselves as they knew 
their past selves were already at Hagrid's. Plus, further mentions of 
being seen referred to other people, not themselves.

(Oh fooey, while I'm on the subject and getting warmed up, I might as 
well go on. . .) Why on earth would the Ministry of Magic agree to 
letting a little girl have such a potentially disasterously dangerous 
magical object in the first place? She was only 12 or 13 years old at 
the time. Yes, she was the best student and all that, but a little 
kid is still a little kid, complete with a preteen's level of 
maturity and judgement.

(Quick sidenote:  I think the reason Harry's anger and 
behavior/reactions to things in OOP came as such a jolt to many of us 
is that he was -- finally -- acting like a teenager. Up until OOP, 
Harry et al were acting like they were all 35 years old. . .)

The arrangements for the Time Turner must have been made over the 
summer since she got it on the first day back for third year. Did any 
other students get one too? Is it a deal like the prefects -- a 
certain number of students are chosen each year to participate?

And, what was the great big hurry about for Hermoine to take so many 
classes all at the same time in the first place?
