Here's what I think happened. I think JKR wanted to make Ron
a Prefect, a good literary decision IMHO. That was an
interesting set-up. But I think that she realized that
Hermione being passed over for prefect while Ron got the nod
just wasn't going to be believable. So there you are, stuck
with it. So in that way, yes, she "settled for Ron" but
really what happened IMO was that she settled for Hermione in
the interest of believability.

But who else? Seamus and Dean seem pretty darn average. Neville is getting
braver, but still isn't assertive enough to be a prefect. Parvati and
Lavender don't seem like they'd be interested. For me the minor characters are
developed enough for me to know that none of them would make great prefects.
Ron strikes me as a better choice than Harry. He shows a lot of common
sense, and I always thought of him as being a good leader. Also, Harry has this
larger destiny. I think he's just to darn busy saving the world from evil to
worry about other students misbehaving.
