Ron strikes me as a better choice than Harry.  He shows a lot of common 
sense, and I always thought of him as being a good leader.  Also, Harry has
this 
larger destiny.  I think he's just to darn busy saving the world from evil
to 
worry about other students misbehaving.

Now me:

I guess that's sort of my point. As students, Harry and Ron seem somewhat
mediocre. There's no evidence that they're particularly leaders in their
houses. Is the prefect-ship based solely on the Voldemort thing? I just
don't like it. I don't like that Ron, Harry and Hermione seem to have been
the only ones in the running for prefect. That seems artificial.
