what EVERYONE seems to be forgetting is that Ron and Hermione were 
surprised that Harry didn't get it even after they knew they got it. (i 
can't quote right now, as i have to reread to _find_ where they get the 
badges). I think this is strong evidence that the number of prefects is 
not limited to two per year.

you've neatly skipped the deaths... who else in his year was present at 
Cedric's death? and, to add another point, who else has seen voldemort 
even once, let alone multiple times

I personally believe this policy originally stems from how common it is 
for people to hit 'forward' rather than 'reply', thereby omitting the > 
tags. I personally wish there would be a policy on _this_, as it's very 
hard to tell what's quoted even with such attributions when it all runs 
together. admins, comments?
