I'm not the biggest Cho fan, but I think you're being slightly unfair
to her. She's a teenager, and she seemed to be happy with Cedric.
Regardless of wheather she "really loved" Cedirc or not, he was killed
while they were dating. That has got to be a huge blow to anyone. Even
if she just kind-of liked him he was her boyfriend. Part of the reason
she sought out Harry was that he was THERE when Cedric died, and she
presumes that he would know how she feels and want to talk about it
too. She obviously isn't "over" Cedric, and I think they end up at
Madam Puddifoot's Tea Shop more because she and Cedric had been there,
than wanting Harry to follow suit to the others there. She wants the
comforting attention of someone who would understand, and she thinks
this is Harry. Dating is traumatic for a lot of teenage girls, and
having a death on top of it, definitely has its effects on Cho.
Jumping to conclusions and misinterpreting things happen, especially
in this emotional state, and Harry hasn't dated before to know how to
act or react to this.
Young love doesn't always last that long and remember she was with
Cedirc from around the time of the Yule Ball (Christmas) until his
death at the end of the school year (June) and that is a long time for
a lot of young relationships. Maybe Michael (the guy on the train that
Ginny was going out with) consoled her in such a way that was what she
needed since Harry didn't want to talk about it, and she did and she
mistakenly thought he would commiserate with her.
I think Harry could start to notice Ginny, but I'm not convinced that
they will end up together at this point. But maybe his realization
that she did like him before and that was why she wouldn't talk to him
may intrigue him.
