My guess--*guess*-- as to why some might think OotP gives evidence 
against MemoryCharm!Neville is the fact that Neville seems to improve 
his memory, confidence, and overall performance on his own.(With a 
little help from his plant.)  I, myself, was initallly thinking this 
after concluding the book.  However, I also see in OotP, evidence of 
Memory Charm effects gradually wearing off with time-- such as 
Gilderoy Lockhart showing improvement.  So, I still think that it is 
very likely that Neville has some obliviated memories that will come 
to play.  I see this as evidenced by him recognizing screaming as 
being related to the Cruciatus (GoF when Harry opens the egg) and 
with his strong reaction to Moody/Crouch casting Crucio on the spider.
