This is an interesting idea.  Marion Zimmer Bradley edited volumes of 
stories set in her Darkover 'universe' and many of them were from new 
writers.  Back in the eighties two published Star Trek writers put together 
two volumes of the best Star Trek fan fiction.  Thieves World and Liavek 
were two 'universes' created specifically for many writers to play in.  
Considering how much fan fiction is being written, Bloomsbury/Scholastic 
would be able to publish Harry Potter stories for years to come!
