What will the law allow?  There is no body, thus there is no absolute 
proof that Sirius is dead. Why would any law firm or bank or any 
other legal entity simply hand over an inheritance or act on a will 
(if there is one) with no absolute proof of death? Dumbledore or 
Harry or Lupin could swear on their mothers' graves that yes, they 
saw Sirius go through that veil. But, sorry, no body, no proof of 
death.  I think the question of an inheritance is still up in the air.
