I don't think Umbridge has a clue about the Order. If she did I
believe you would see her have a different attitude towards
Professor McGonagall and Professor Snape. But instead her only
concern is Harry and Dumbledore. In addition she would not have
asked Snape for Verisuim because she would know he is in the Order
and wont give her the right potion.
No I think Sirius's view of Umbridge is right on the money, when he
said "She is no Death Eater. The world isnt split into good people
and Death Eaters. I now shes a nasty piece of work though."
