Also, The Umbridge doesn't know she was there to be a witness - I 
don't think Umbridge even knew there was a Squib living in the 
neighborhood.

I agree with you.  I think Umbridge was watching Harry all summer, 
waiting for the perfect chance to catch him using magic.  When he 
didn't she created this opportunity.  It was convenient that 
Mundungus had left his post, but I don't think it would have made 
that much difference - Harry didn't know he was there, and may have 
used magic anyway.   I don't think this kind of "attack" was expected 
by the order.

I also think Umbridge was doing this for Fudge - Fudge hates DD, and 
Harry is DD's protege.  Fudge would love to remove Harry from the 
picture.  It seems to me that the prophesy about Harry is not well 
known.  Everyone knows what happened, more or less, the day his 
parents were killed, but not why.  In SS/PS Hagrid states that nobody 
knows why V tried to kill him as well has his parents.  As far as 
Hagrid is concerned, Lilly and James were the targets, not Harry.

It does make you wonder how many people actually know about the 
prophesy.  Most seem to thinks he's important because of what he has 
already done, but we now know he has more to do.  We also know either 
he must destroy V, or V must destroy him - nobody else can kill him 
first, because then the prophesy could not be fulfilled.
