I think GL's memory charm is not so much a botched one as a 
mistdirected one.  He has recovered some, and it appears he is 
expected to recover eventually, or why not just provide him with a 
new background and move on - he's in the hospital to give him a 
chance to recover.

Even if memory charms are not indefinite, it does not pose a problems 
for Lockhart's previous uses - as long as he publishes his books 
before the original people regain their memory, they can't really 
refute him.  People will think they're the ones making it up.

I suspect Neville has been held back by something like a memory 
charm, though I don't know who placed it.  Harry was protected by 
living with Muggles, making him live an "ordinary" life.  Perhaps the 
only way to make Neville more "ordinary" was to block his use of 
magic.  His first sign of magic use appeared when his life was in 
danger, and instinct took over.  I suspect Neville is more important 
than has been let on, and just like with Harry, DD would rather he 
not know about it yet.
