Nah. It's a simple social reference I assume.
Long hair is often associated with rebels (Sirius).
That's why teenagers often have long hair and , it's also why parents/adults
are not fond of it !
For a girl it's more positive . It refers to nature and beauty (Venus / Lily
Evans).
In general people with long hair (specially men) don't fit into the social
mould. 
Most of the time witches have long grey hair in litterature.
It shows that  they don't want to fit in as well, so they're not really
appreciated by the establisment.(ask the Dursleys what do they  think about
long hair)
 
It's different for Malfoy however . I think that he has long hair because he
s proud to be different : it reminds his "noble" family. 
It refers to his family's past I suppose.
