Nah. It's a simple social reference I assume.
Long hair is often associated with rebels (Sirius).
That's why teenagers often have long hair and , it's also why parents/adults
are not fond of it !
For a girl it's more positive . It refers to nature and beauty (Venus / Lily
Evans).
In general people with long hair (specially men) don't fit into the social
mould.
Most of the time witches have long grey hair in litterature.
It shows that they don't want to fit in as well, so they're not really
appreciated by the establisment.(ask the Dursleys what do they think about
long hair)
It's different for Malfoy however . I think that he has long hair because he
s proud to be different : it reminds his "noble" family.
It refers to his family's past I suppose.<<<

But then, these opinions are based on modern British/American social
standards. Don't forget, it wasn't THAT horribly long ago that long hair
was "normal". It's already been remarked that the movie designers gave the
wizards a somewhat "Victorian" look, and that the idea their fashions might
be even older is supported by the books (ie, the wizard at the Quidditch
World Cup who wanted to wear a nightgown, Snape not having pants or other
legged garments under his robes when James flipped him upside down).
There's no reason that their preferences in hair should be any different -
long hair is (or at least was) a statement of fashion, good breeding, power
and status.
Which is fine by me, because I prefer long hair on both men and women. ^_^v
