The Order of the Phoenix seems to be a secret society that 'rises from
the dead' and returns to fight evil when ever a great force of evil
threatens the world. 

So this disbanding in good times and and reforming in bad times is
similar to the Phoenix rising from it's ashes. As long as good men are
willing to take action against evil, the Order will be reborn to fight
against it. 

Just a thought.
