I don't believe the phoenix has any meaning to the fate of Sirius' in a more
closer way. BTW JK said in her interviews that everybody who dies will be
dead and never return again.
I tried to find some more about the phoenix in the internet for JK likes
involving myths:
Additional to what's allready been said there is some more news i found. In
China the phoenix stands for power, truthfulness, loyalty, honesty and

This is also what the Order of the Phoenix stands for.
Somebody who has a great interest in old myths told me that the phoenix was
to help a new king to get his powers... For we are told that Voldemort more
or less overtook the powers this could also be a reason to name the Order
like this.
