I don't necessarily think that Dumbledore has to be involved with 
this decision at all. I think it far more likely that Remus came up 
with the idea, partially inspired by AW's account of picking Harry up 
from Privet Drive in GoF, and spread the word to Tonks and Mad-Eye 
because they're the sort of people who like to see fair play. And 
yes, it has everything to do with Sirius' death. The boy has just 
lost his godfather. They don't want him to be any more upset, and 
know that Harry wouldn't tell the Dursleys what had happened ("Who's 
Cedric?"), and that the aforementioned Ds were likely to treat Harry 
badly, worsening his condition.

Sorry, Steve, yet more bum-biting. It's only because I don't post 
every time I agree with you. You know that, right?
