I don't think Hagrid met Petunia before that night that he delivered 
Harry's letter. He said that "Look what she had fer a sister!" 
because he just heard Petunia's tirade about the abnormality of Lily 
being a witch in the shack on the rock.

Ah but Dumbledore said the Mirror of Erised doesn't give us truth nor 
knowledge. Harry saw the deepest desire of his heart which is his 
family and since he has green eyes his idea of what his family looks 
like will be like him.

I really like the idea that the Evans are magical just for the reason 
that Mark Evans(if he turns out to be related to Harry and Dudley) 
will be in Hogwarts the next book and he will learn magic and he can 
get back at Dudley for making him a punching bag. making that 2 
cousins that Dudley used to beat up that he will be afraid to now.
