they don't wear trousers, or other clothes for that
matter, under their robes.

That's what I thought. However, in OoP chapter 28:
Malfoy: <snip> 'Weasley, your shirt's untucked, so
I'll have another five for that.'

Some students would probably wear some shirts/trousers
underneath their robes, especially in colder days, but
Draco is not supposed to be able to see those.
