They are not connected to LV in any way.  Let me quote that passage in full,
from p. 535 of the US edition.

"Did you see everything I saw?" Harry asked, unsure whether he wanted to
hear the answer.
"Flashes of it," said Snape, his lip curling.  "To whom did the dog belong?"
"My Aunt Marge," Harry muttered, hating Snape.

He didn't immediately ask him about Ripper, but only after Harry asked him a
question about what he had been able to see.  I saw this as Snape's way to
demonstrate that he did, indeed, see at least flashes of what was in Harry's
head.  I actually saw his question about the dog to be a tactful way of
doing so.  He could have just as easily said, "I saw you run screaming,
terrified, up that tree with that dog ready to rip your foot off.  Not
exactly befitting the famous Harry Potter, was it?"  Instead, he let him
know he saw it in a more innocuous way, by focusing on the dog and not on
Harry.

Anyway, I seriously question Voldemort condescending to even look at Aunt
Marge, let alone have her, a Muggle, work for him.
