I have seen quite a few posts commenting on how Harry and the others have to
wait until the middle of the summer for their O.W.L results.  There is
actually precedent for this in canon.  On rereading CoS, I came across this:

"Wish I knew what he was up to," said Fred, frowning.  "He's not himself.
His exam results came the day before you did; twelve O.W.L.s and he hardly
gloated at all."  (p. 46 US hardcover)

Harry was rescued from the Dursleys on his birthday.  Therefore, Percy got
his O.W.L. results on July 30.
