Yes... the flaskback to a number of decades previous. I do suspect you can just wear the robes, but I doubt many people (even wizards) would be comfortable in, as you said, a cold, cold castle wearing just robes (heating charms?). Still, we know Ron at least wears a shirt, able to be seen by Malfoy... so, maybe he was just wearing that? (ooo, the scandal...)
