I think that there are some inconstancies as far as the uniform goes.
In SS/PS, Ron says to Hermione, "Would you mind leaving while we change?" This indicates to me a fairly complete undressing, holding up the nothing but undies under the robe theory we have from Snape's memory. However, this is followed by, (British, hardback, p. 83):
"He and Ron took off their jackets and pulled on their long black robes."
Sounds like they are leaving the rest of their clothes on to me and Ron was just wanting Hermione to leave because she was bugging him more than for propriety's sake.
On the train home in SS/PS (British, hard back, p.222):
....talking and laughing as the countryside became greener and tidier; eating Bertie Bott's Every Flavour Beans as they sped past Muggle towns; pulling off their wizard robes and putting on jackets and coats; pulling into platform nine and three quarters at King's Cross Station.
Again, this doesn't seem to be a full change.
By OOP, Harry, Ron, Hermione, Luna, Neville and Ginny are all changing together on the trip in. The passage goes like this (American, p.195):
"We'd better change," said Hermione at last, and all of them opened their trunks with difficulty and pulled on their school robes. She and Ron pinned their prefect badges carefully to their chests.
Seems to me that they are not going down to undies there, or they've lightened up about doing so in front of one another.
I have to say that I always thought of robes only, as Snape is depicted, and was disappointed by the uniform portrayal in the movies. I definitely don't think there are dress shirts and ties under, as the movie shows, or we would see them getting those items at Madam Malkin's, but it does seem that the students, at least, wear muggle clothes underneath.
I don't think that this is true of most adult wizards, though. Ron's parents are obviously not prepared for wearing muggle clothes, so they aren't wearing them under their robes. At the QWC, we meet Archie who says (British, hardback, p.77):
'I'm not putting them on,' said old Archie in indignation. 'I like a healthy breeze round my privates, thanks.'
When the Ministry wizard tries to talk him out of a long flowery nightgown and into some trousers. Archie is definitely not wearing Muggles clothes under there.
Additional strangely dressed wizards at the QWC point towards not wearing muggle clothes under robes. I don't think a poncho makes for good under robe wear.
I'd just as soon that the students wore only robes even in HRH's time, so if anyone has cannon to back that up, I'd like to see it.
