Wasn't Dumbledore offered that job first?  Maybe the reason he is 
opposed to DD is beceause he knows DD wold do a better job.  Maybe it 
is insecurity stemming from the knowledge that he wasn't really the 
person they wanted in the first place?  

Also remember that he is the one dealing directly with the muggle 
government - as we get to a point where anti-muggle sentiment rises 
too much, he will have more explaining to do to the muggles that know 
about the WW.  The more he keeps people he considers potential 
troublemakers under control, the easier his job will be.  That also 
fits into his wishful thinking that LV hasn't returned - and maybe he 
doesn't quite realize that the DE's all know he's back because of 
their marks.  If LV couldn't control the DE through the mark, such a 
tactic might be effective - it might serve to keep some of the old DE 
in line.
