I don't think he is "power hungry" as such. I was a civil servant
in previous life and Fudge seems to me more of a time server. The
type of person who does their best to stay secure above all things
and never ever has a creative thought or original action. I had the
mistfortune to have a boss like this once, whose entire life was
devoted to staying in with his superiors and if anyone stepped out
of line he'd squash them in order to maintain his precious status
quo - and pension rights.
I don't think he is actively evil in the way that LV is but rather
is evil in the sense that he connives at evil deeds if they keep him
where he is. In my view that is worse.
