I think that it's also possible that Regulus, unlike Sirius, didn't
have any/much outside support, so that even if he had the guts to make
a break, it might have been next to impossible to do so. 

It sounds like Sirius had lots of support (emotional and possibly
financial???) from James' family so that he could make a break with
his biological family. I completely agree that Sirius was brave to
stand up to his parents and to buck their expectations--and at such an
early age too!--but...I also think that having friends and adults who
supported him made a world of difference. Imagine what might have
happened if Sirius had been sorted into Slytherin...
