I never thought about why the moon-boggart didn't make Lupin turn into a 
werewolf. But the text does say that Lupin got the boggart back into the 
wardrobe/case as fast as he could. Also, the moon influences the entire 
earth, a dementor only its immediate surroundings. I know that Rowling did 
this scene to develop Harry's character, but she should have explained it 
more. Harry could easily have said, "If it's only a boggart, why does it 
make the lights go out and make me relive my past?" I'm glad I'm re-reading 
the books because I'm finding plot holes I've never noticed before. But 
maybe this will be more fully explained later. But Rowling is only human and 
she has so much to keep track of, she's bound to slip up once and awhile.
