My best guess is that it is kind of like a Driver's License where you 
maybe able to get a training/learner's permit a few months prior to 
your 'of age' birthday.  Which likely means that they would be 
training separately (unless they are able to make exceptions for the 
Golden Trio or Harry) and it also may mean we finally figure out if 
Hermione is turning 17 this September or will be behind and not turn 
until 7th year begins.
