Okay, I have just looked it all up
In Goblet of Fire, on page 66, the rules of apparating are discussed
and all it really says is that you have to be of age and pass an
apparation test given by the Department of Magical Transportation.
Its my guess that the actual age to be 'of age' is seventeen, because
in order to enter the triwizard, Dumbledore says students have to 'of
age' and that age is seventeen. (GOF 188)
"Only students who are of age, that is to say - seventeen years or
older"
Then George says something like "they can't do that we are seventeen
in april"
Since they are apparating in July, you must have to be 17 to apparate!
