JKR did feature Phineas more than the other portraits in DD's office, and his relationship to Sirius drew a focus on his character. As we learn the portrait-people can go back and forth between the places where their portraits hang, they serve more important roles in the story (St. Mungo's, etc.). Of course, Phineas can go back and forth to #12 Grimmauld, so there again, he became more of a player. I thought his reaction to Sirius' death was a break in the ice for his otherwise chilly "dark" character. He seemed to show some real shock/distress/disbelief, though we didn't see enough to tell if it was sadness/regret. I don't think there's any doubt we'll see more of him in books 6+7, and he'll probably be more active in working against those who killed his descendant.
