Actually, I think we've been given a hint about them raising somebody 
else's kids.  

In OoP, regarding Ron becoming a prefect - "Oh, Ron, how wonderful!  
A Prefect!  That's everyone in the family!"

to which George replies "What are Fred and I, next-door neighbors?"

What if they are?  In GoF, when Harry arrives at the Burrow, he meets 
Bill and Charlie.  Bill was Head Boy, and resembles Percy and Ron.  
Charlie, on the other hand, resembles Fred and George - and Ron has 
never said anything about him being a Prefect, just Captain of the 
Quidich team.  If their parents were killed by LV, F & G would have 
been really young, so they might not know they are true Weasleys... 
or maybe they were cousins?
