I'm not sure that Percy's hunger for power will make him become 
a DE - as was stated about a couple of other Ministry member in 
GoF and OotP, you don't have to be on "you know who's" side to 
be uh... hem hem... evil.  More likely he'll probably just become a 
major pain and get in the way before someone (maybe Ron) 
puts him out of his misery.

Ok, maybe that last part is a bit harsh for a "children's book".

Percy's definately the Judas (or one of many) of the book and he 
will betray the Order and his family for his own personal gain. It 
will all backfire and he will not (blinded by his hunger for power) 
realize the extent of the damage he has done until it is too late. 

Oh, And I take back the "putting him out of his misery" thing. He'll 
probably live through book 7 and have to live with the damage 
he's done (but he'll hopefully get pretty banged up).
