I don't think so. Percy may have believed the Ministry line, but he
not act as a traitor. If he'd just wanted power, he'd pretend to be
friends with his family and spy on them. He didn't.
At worst he is hurt and misguided. Actions don't have to be
trecherous to have tragic consequences.
