Just a note here:  the oddity is not that Harry and Neville are 
there, at that point, with the prophecy.  The oddity is that Neville 
could see thestrals.  There is no canon reason for it to be him, and 
not, say, Ron (who IMO was in dire need of a more interesting role in 
this book) who saw a grandparent die.  But Ron doesn't see Sirius 
fall, and therefore has no plot reason to need to be able to see 
thestrals already.
