I disagree.  I don't think he knew Sirius wasn't a traitor.  The 
only way he would know that Sirius wasn't guilty would be if he knew 
that Pettigrew was.  I don't think Voldemort told anyone who his spy 
near the Potters was.  (I admit that we have no evidence that he 
didn't but we also have no evidence that he did.)

If Snape had know that Pettigrew was on Voldremort's side I think 
have would have told Dumbledore.

Now, there were several muggle witnesses who said they saw Sirius 
attack Peter.  Why in the world would anyone want to listen to 
someone who they are absolutely certain murdered 13 people?  Yes, 
Snape was quick to believe Sirius a murderer, but there was ample 
evidence.

Snape came to Dumbledore and offered to turn spy.  Dumbledore did 
not approach him.  If Snape was just looking out for himself, he 
never would have done that.  Voldemort was winning.  A person 
motivated by self-interest usually doesn't leave the winning side.
