I'd like to know because this always has seemed an oddity and perhaps 
another mention would explain it more.

Now me (Wendy):

Moody uses the put-outer when they first arrive at Grimmauld Place (page
57, UK edition). He says that he borrowed it from Dumbledore, and that it
should take care of any Muggles looking out the windows. I actually find
this bit somewhat strange, as he doesn't use the put-outer *before* they
all land on their broomsticks in the square. It appears that he's only
concerned about being seen while they actually go into the house. If it
were me, I'd have suggested that Moody land first, alone, and extinguish
the street lights before all the others landed. Seems that muggles would
find the flying on broomsticks more disturbing than watching a bunch of
folks walk into an old house. Then again, I'm not an auror, so maybe it
makes sense for some other reason that I'm just not seeing.
