The Put-Outer was originally used in PS/SS in the first chapter (the Boy Who
Lived) by Dumbledore on Privet Dr. The second appearance is in OOP when the
Advance Guard goes to pick up Harry and bring him to London. When they get to
Grimmauld Place, Moody uses it to clear the street and makes an off-hand comment
that he borrowed it from Dumbledore for the occasion.
Since they both use the same Put-outer, I'm guessing that this isn't exactly
a common tool. Maybe Dumbledore owns the only one. He does have a tendency to
have an assortment of rare and pretty darn useful instruments.
