Based on Muggle physics, it can't be the first. If the cloak bent
light around the person wearing the cloak, then no light would reach
that person's eyes. Harry would be unable to see anything once he put
the cloak on. If the cloak works on a physical level, I'd guess it
has some way of detecting light that hits one surface and reproducing
it on the opposite side of the cloak.
The second idea is interesting, though. This could also be the method
used by Demiguises to avoid capture. It is only when a person is
aware of this ability (i.e. trained in its capture) that he or she is
able to focus on the animal.
