There are several possible explanations for Snape not revealing that 
Sirius was not a Death Eater:
1.  Perhaps he was not sure that Sirius was *not* a DE.  Peter 
Pettagrew was a member of the original Order and also a spy for 
Voldemort.  Presumably, the whole Betrayal-of-the-Potters thing by 
their secret keeper was an *undercover* operation, not known to all 
the rank and file Death Eaters (one of *them* could have been a spy--
like !Snape!)  
2.  It would be difficult to establish that Sirius was *not* a DE 
without revealing that he (Snape) was one.  ("See everyone, I have 
this dark mark on my arm and he doesn't....")  And Death Eaters were 
being sent to Azkaban with few questions asked (professional Quiddich 
players excepted).
3.  Snape absolutely *hated* Sirius.  He must have thought it was a 
*dream come true* to have his arch-enemy from school days sent to 
Azkaban for a life sentence for *any* reason.  Why ask questions!?!
