That makes sense.  She, and Ron, would have a better idea of 
Harry's treatment than any of the adults.  Moody and Tonks 
probably knew nothing of Harry's home life.  Lupin might have 
heard some from Sirius, but Sirius himself would not have known 
as much as Hermione and Ron (Harry didn't have much chance to 
tell him).  Arthur, though, had met Dursley, and probably got a 
good idea of what was going on, and he also probably heard 
stories from Ron.  Unlike Hermione, though, Arthur does not seem 
the type to issue threats.
