If Dumbledore were truly omniscient and omnipotent, we'd have no
story. It is a character's flaws that allow a story to unfold.
Besides the fact that all of the other characters have free will and
are not totally controlled by Dumbledore, only led by to some degree.
I think Dumbledore's failings are mostly in interpreting other
people's reactions to situations. Most of the time he picks up on
their moods immediately; other times he underestimates them (as he
habitually does Harry) or overestimates them (as he did Snape). He's
also hired at least 3 dreadful DADA teachers, which shows that he
cannot penetrate their thoughts enough to know the truth about them.
He obviously cannot see through someone using polyjuice potion.
(Surely there is some way?)
Dumbledore is powerful, but he isn't all powerful, and he already
has admitted to making mistakes in judgement regarding several
people.
