Molly specifically said- "He's just arrived, the meeting's
started..." I'm assuming the "He" she's referring to is Dumbledore
for the simple reason he's the leader of the group. I don't think
they would start the meeting just because the informer (if there is
one) had arrived. I could be wrong.
We know most of the Order has been identified, because Ron and the
others told Harry they've "met about 20 of them." So obviously
there's more than one unknown.
