Who said, in OoP, "It's as much as my life's worth to set up an 
unauthorized portkey," or words to that effect?  Lupin, at some 
point? Anyway, the point being that apparently they are very tightly 
controlled by the ministry.  Additionally, I wouldn't be surprised 
if no one but Dumbledore could arrange for one to be set up within 
Hogwarts (but this is just MHO).  So, maybe Crouch Jr. needed to use 
something that was *already* going to be a portkey, and thus was 
authorized.

Someone suggested months ago that multiple destinations on a portkey 
would act like layers of plastic wrap (or cellophane), which would 
come off as the portkey was activated.  So, Crouch Jr. originally 
put the edge of the maze destination on the TWCup as authorized.  
Then, he added the graveyard destination as a layer *over* the edge 
of the maze destination.  The portkey destinations would work in 
a "last on, first off" manner, so that when Harry and Cedric touched 
it in the maze, they wound up in the graveyard.  The bottom layer, 
the "first on" layer, remained unactivated then until Harry touched 
it later.

My original idea for why Crouch put the edge of the maze stop in 
(and, under veritaserum he did say that he "turned the cup into a 
portkey") was that Voldemort intended to send Harry's dead body back 
as a message to Dumbledore and the WW.  In OoP we have Dumbledore's 
word for it that Voldemort wished his rebodiment to remain secret, 
so if we are to believe that then that idea is out.  Maybe Crouch 
Jr. put the edge of the maze stop on so Dumbledore would see him 
doing the right thing with the cup before he put the graveyard stop 
on.

It's still a little muddy, but if the cup was to be the only 
authorized and possible portkey in Hogwarts, it would certainly go 
far to explain why Crouch Jr. would have to use that to transport 
Harry to the graveyard.
