I believe Neville becoming more competent in OoP is directly related
to his finding out that the DE's who had tortured his parents where
released. He knows who they where, via his Grandmother I'm sure.
I feel his change comes from their release then from the fading of a
Memory charm. But i do concur that Lockhart shows reason that
memory charms can fade or somehow be cured over time.
