That's not quite true. Only Cho's and Hermione's patronuses are
specifically named, but they are named because they are active at that
moment in time. There are a lot of student who aren't accounted for
and we have no way of know for sure that they couldn't. Certainly some
students are having trouble, but some student are having some success.
Seamus seems to think he produce a full fledge 'hairy' patronus,
although, it disappears very quickly.

So, I don't think we can say for sure that ONLY Cho and Hermione could
produce a patronus. We simply don't have a full enough account to
reach that conclusion.

However, that doesn't invalid your point that Cho is probably a
formidable witch, and that she will play a substantial role in the
future. I agree with that part.

Just a thought.
